I think he is. He hasn’t had much episodes where he is the main focus since the 2010’s. The Simpsons nowadays is about Homer, Marge, and Lisa. Meaning Bart might become irrelevant just like Maggie. I remember Bart used to have a lot of focus back in the day, but not anymore.
