The arsonist is a criminal in Springfield who burned down a building. He admitted his crime, and his worries that he may do the same again, to Chief Wiggum. Wiggum was uninterested and oddly skeptical of the arsonist's claim, merely replying that he would take note on his "invisible typewriter".
