Barbara "Barb" Belfry-Van Horne operates an orphanage in Springfield and Ned Flanders' short-lived girlfriend.

Barb meets Ned Flanders when comes to the orphanage she runs to donate the duffel bag of cash he assumed was his grandfather's and they begin seeing each other.
Flanders breaks it off when it turns out to be in an open marriage with Sideshow Mel and often sleeps with different men. Later Ned sleeps with her to get the money back from the orphanage, which culminates in her throwing a flag at him and her car.
That caused him to crash. Then she makes everyone see a Homer Simpson as a hero and Ned as a bad man. At the end of the episode, she is seen in a sequence, where she appears after having slept with Horatio McCallister.
She appears to have a soft and loving personality and seems to really love kids as she manages the orphanage.

- Barb is modeled on Molly Solverson, the protagonists of the prestige TV show Fargo.
- Cristin Milioti who guest voiced as Barb played Molly Solverson's mother Betsy in Fargo's 2nd season.
- She sounds a lot like Maude Flanders as both of which have an upper Midwestern accent. The first time she and Ned meet her outfit is similar to Maude's pink blouse and wool sweater vest.
- Sideshow Mel's wife named Barbara has been mentioned and seen in previous episodes although the character design is not the same.
