Bill is Krusty the Clown's accountant.
History[]
When Krusty didn't have enough money thanks to overspending and his immense gambling problems, Bill helped him to start Krusty's Clown College (or more accurately, he founded it in Krusty's name, especially after Krusty initially decided to cut back on condor egg omelets as his way of saving up money, only to imply afterward that he was going to break that committment in a second). Eventually, he witnessed Krusty stupidly betting all the money he made merchandising his name by that point on the Washington Generals during a Generals vs. Globetrotters match, especially when Fat Tony and his mafia cohorts were in the same room as him, much to his shame.
Besides acting as his accountant, he also did small tasks for Krusty, such as paying off people in out-of-court settlements regarding lawsuits due to Krusty's plagiarist nature, delivering flowers to deceased celebrities (or, more accurately, celebrities that Krusty mistakenly believed were deceased), and also acting as a para-professor for Krusty's Clown College (namely advising Krusty on the cost of various gag items when Krusty's lectures on being careful with them).

His name is given during one of Krusty's lectures, where he turns to Bill and asks him how much a gag item costs when trying to tell his students to be careful due to implied high costs if their gag items harmed them due to carelessness.
Based on his dialect, he originally hailed from New York.
