Bill is the uncle of The Old Jewish Man
History
The old Jewish man mentioned him when he says that ghosts are real. He died when the Old Jewish Man lost control of the ladder Bill was on and he plummeted to his death. As evidenced by the fact his ghost's neck is elongated and his head is upside-down.
