The Brown-haired girl is a student at Springfield Elementary School.
Behind the Laughter
The brown haired girl is a background character, who mostly appears at the school. In earlier episodes she was a bully along with Sara and another girl.
Together, the trio likely bullied other kids, with Lisa being the one of their victims. However, she and her friends did bully Allison once, during the episode "Lisa's Rival".
After "Home Sweet Homediddly-Dum-Doodily", where she and her friends took away Lisa's shoes and teased her about having cooties, she become a background character.
She was revealed to be a third grader in the episode, "Bart vs. Lisa vs. the Third Grade". In the episode, she was seen in Mrs. McConnell's class along with her friends.
She didn't play a role in the series again, until the episode "Moms I'd Like to Forget", where she was part of a number of kids, who were insulting the fifth graders with a song.
