The Candy Store Bandit is a criminal that robs candy stores. His last heist was at Chupo's Candy Store, where he tied up and gagged Mr. Chupo with a rag but was accidentally foiled by Bart Simpson[1]. Bart asked for his reward to be paid in candy bars much to Homer's dismay.

It is possible he appears again in a couch gag where he and another man stole the couch.[2]
The robber could be later snake jailbird due the same head shape and her pig nose, because the Animator decide to make him look detailed and realistic, by replacing big eyes and Homer beard, by mustache and small eye, and replacing cartoonish stereotype robber outfit and shaved hair, by normal typical robber outfit, stylish hair
