Citizen Solar is a superhero and ally of Radioactive Man.
When the Radioactive Man was in trouble, he called the Solar Citizen and his companion Wind Lad. However, as Charcoal Briquette pointed out, energy was lacking. It was too cloudy for the Solar citizen to obtain his powers.
