Coco Powell is the adoptive sister of Herbert Powell, Homer's half-brother. Her parents are named Edward Powell and Mililani Osler. Her two sisters are named Wanda and Carla. Herb was adopted because Edward and Mililani were unable to have a son.

She most likely lives in Shelbyville, as Herb was adopted from the Shelbyville Orphanage.
