District 10 is a district in Springfield containing aliens, neighbouring District 9. This is a direct reference to the film District 9, where aliens are living in South Africa and in the end are moved to District 10.

While Bart searches for his two children, Kirk and Picard, he passes District 9 and District 10. District 10 is a much more luxurious facility than District 9.[1]
