Edward Victor Powell aka Mr. Powell was the adoptive father of Homer's half-brother Herbert 'Herb' Powell.

History

His wife's name is Mililani Osler, who gave birth to three daughters named Coco, Wanda and Carla. Herb was most likely adopted because he and Mililani were unable to have a son. He owns a gas station that Marge and Homer have complementary items from as seen in the Uncensored Family Album.

They most likely used to live in Shelbyville, as Herb was adopted from the Shelbyville Orphanage.
