Toot-Toot is the mother of Mr. Teeny.
She lives in an animal shelter for retired film animals. She later takes Bart Simpson hostage after he offers her ice cream.
Toot-Toot later takes Bart to the unfinished steeple of the First Church of Springfield. Bart's neighbor Rod Flanders manages to climb up the steeple and rescue Bart and gives Toot-Toot Mr. Teeny in exchange.

Toot-Toot is a different color than Mr. Teeny, Toot-Toot is black, and Mr. Teeny is brown. This could be because Mr. Teeny's Father was Brown, though.
