Former Priest was a prisoner at the Springfield Penitentiary.

When Fit-Fat Tony was explaining he was innocent to Chief Wiggum, Fit-Fat Tony claims that the priest could prove it, which he does.

Moments later, the priest is seen dead on a noose, resulting Fit-Fat Tony to deny being involved with that, too.
