Homer’s Law is a law that was passed at some point before 2041. It was named after Homer Simpson's method to discipline his troublemaking son, via strangling. The law bans the usage of strangling their child. When Lisa was upset with Zia, she wished strangling your child was still legal, but Marge said not after they passed Homer's Law.
