Jess Harnell is a voice actor and singer best known as the lead vocalist for Rock Sugar. He guest starred as Charlton Heston in "The Parent Rap". His other famous roles include the voice of Wakko Warner on WB's popular cartoon show, Animaniacs as well as Secret Squirrel in the New Secret Squirrel TV series, Joe Tabootie and Chalk Dad in ChalkZone as he does an impression of Ned Flanders when he voices the characters and the announcer on America's Funniest Home Videos.
