Joe Banks is an 82-year-old man (Born 1916) who has fed the ducks at a pond every day for the last 17 years.

Bart reported about him in the first part of Kidz Newz' segment Bart's People. One month prior, Joe discovered that the ducks were gone. Some people think the ducks went to Canada, others think they went to Toronto and others still think he used to sit by a different pond, located next to the one he is sitting by now. While watching the segment, Mr. Burns wonders if his power plant could have killed the ducks.
