L.B. “Jeff” Jefferies is an individual who spends much of his free time spying on others. When Bart Simpson was himself spying on others, he and this man looked right at each other. Later, when Bart exited the house, the man with telescope worried that he was coming to attack him.
His appearance was based on Jimmy Stewart's character in the movie Rear Window.
