The man with quarters is an attendant of Mr. Burns' Casino. Barney Gumble takes his cups of quarters and swallows the contents, thinking they are cups of beer given out by the waitress. This led him to fall down sick, and as he coughed up quarters, the casino attendant and others took the coins.
