He appears in Charles Montgomery Burns's flashback after Waylon Smithers, Jr. left the sponge upon his head, causing him to drown. One of the flashbacks involves Mr. Burns firing at the man's feet, making him dance. This is a slow process as Mr. Burns must reload after a single shot.
