Phil is a man who was planning on investigating Lyle Lanley's monorail operation by videotaping his discussion of it using a hidden videocamera. When Lanley asked if any reporters were present, a reporter confirmed that he and his colleague were there. Lanley asked them as well as Phil to exit.
