Phil is a TV reporter. He was retired when Scott Christian and Kent Brockman came along.

He interviewed Marge Simpson in the instance when Homer Simpson was mistaken for Bigfoot. He asked Marge if their marital relations were "brutish", which she was reluctant to answer on continent-wide television.

Behind the Laughter

His character was retired when Scott Christian and Kent Brockman started their job. He does, however, make a cameo in the episode Two Cars in Every Garage and Three Eyes on Every Fish.
