Poppin' Fresh, aka the Philsbury Doughboy is a food mascot from the Philsbury Company. His most notable traits are his rotund body, pale skin, his chef's hat, and being ticklish enough to chuckle if poked in the belly.
In Team Homer, Mr. Burns, while under the influence of an overdose of ether, ended up hallucinating his employee Homer Simpson as Poppin' Fresh and, after poking Homer in the belly, proceeded to enthusastically agree to Homer's request for $500 for a bowling team, since he claimed his "robust physique" was due to Poppin' Fresh's "tubes of triple-bleached goo." After Mr. Burns and Smithers discovered the check, they then narrowed it down to Pops Freshenmeyer and Simpson, with the latter being a perfect match.
It's implied in I'm with Cupid that Poppin' Fresh was a pet name used by Chief Wiggum for his wife Sarah Wiggum, as after Homer destroyed Fantastic Dan's skywriting canister mid flight before he could finish the message, Sarah interpreted the gas cloud as being Poppin' Fresh before chuckling and thinking Wiggum did think of her.
Philsbury Doughboy appeared among the various food mascots in Homer's dream in the episode All's Fair in Oven War.
Wendell was seen reading a book on famous pale people in the credits of Sorry Not Sorry, among whom the Philsbury Doughboy was included.
