Ralph Nader is a political activist, author, lecturer and attorney.

At the Springfield Republican Party meeting, Mr. Burns asked the members what act of unmitigated evil the Republican Party should do. Nader picked up his hand, but Mr. Burns told him that he has done enough.[1]
During the song "High to Be Loathed", Mr. Burns mentioned Nader and made his shadow, among with many other villains.[2]
Behind the Laughter[]
Both mentions of Nader committing evil and being a villain appear to reference to how Ralph Nader ran as a third-party candidate for the Green Party in the 2000 presidential election, in which Republican candidate George W. Bush won the electoral college in part because of Nader denying votes to Democrat Al Gore in swing states.
