The reporter is a news reporter in Springfield. After a photo surfaces of Homer Simpson covering himself with a shower curtain (after news photographers try to photograph him in the bathroom), the reporter claims that he sleeps nude in an oxygen tank because he believes it gives him sexual powers. Homer is angry at this misleading reporting, calling it "a half-truth".
