History
On the day of the peewee hockey game, Chief Wiggum decided to let the prisoner out to see his team play if they would return to their cells. Snake refused and Wiggum asked him if he wouldn't commit any more crimes if Wiggum let him out. Snake refused again, but Wiggum locked the door anyway and let all the prisoners out.
