Sylvia Winfield is a former neighbor of the Simpson family.
Sylvia and her husband Mr. Winfield laughed as they watched Homer Simpson contemplate suicide.[1]
She and her husband lived in 740 Evergreen Terrace, the house next door to the Simpsons, when they moved to Florida and Ruth and Laura Powers moved into their house. Homer speculated that they were moving to Florida to "run out the clock".[2]

Behind the Laughter[]
In "Bart's Dog Gets an F", she is voiced by guest star Tracey Ullman. In her other appearances she is voiced by series regular Maggie Roswell.
Before "New Kid on the Block" was produced, the Winfields' home is implicitly or explicitly shown to be in a different location to the home on the immediate right of the Simpsons' house. In "Homer's Odyssey" Homer carries a rock walking past the Flanders' house and in "Simpson and Delilah" he runs in the same direction celebrating he has hair; on both occasions he passes the Winfields' house. "Bart's Dog Gets an F" is less clear on its geography, though it is described as being on the same block. It is implied to be left of the Simpsons and Flanders' houses based on the way Homer is returning home with Santa's Little Helper (who escaped into the Winfields' pool).
