Yeah, that is pretty weird. I mean she may be a mean character but that doesn't make her a villain. It is just like saying Homer is a villain because he strangles Bart. --Dr. Ralph Wiggum 12:52, 24 March 2008 (UTC)
Just because she sentences crime doesn't mean she isn't a villain. As for why she is in the Villain's category, I'm presuming it's because of her implied sadistic tendencies (It is stated that she enjoys inflicting cruel punishment onto criminals in the beginning paragraph, which definitely factors into borderline sadism, which is delighting in watching people suffer.)
