A building, supposedly 500 feet from a school, where suspended teachers must report to until their case is heard in front of the school board, while the suspended teachers are still given their pay. The facility itself is quite plain. The suspended teachers are allowed to leave after a certain amount of hours each day, presumably from 7 AM to 4 PM, at least in Edna's case. Most of teachers are there for likely having a student with them in a bathroom, according to Edna.

Edna was sent to the building for slapping Bart in front of the school. Bart felt guilty and tries to free Edna, but Ned shows up, giving Edna new hope.
