Here’s how this plot idea will go:

Skinner is on his way to work when he sees a noticed on the door of his office in Springfield Elementary. It was about a meeting Chambers had with the Dependent of Education. The school will be on a overseeing list due to poor records and funding. While the school will finally get the funding it needs, but there will be a school czar overlook the discipline of the students. The czar will be the judges of the court system, so they don’t have to waste time on waiting for a criminal complaint, since they can issue a warrant.

When the students hear about it, Bart was hoping Snyder would be the czar since he gets along well with him but Lisa warns about it. When Leopold announces to the kids with his threats, he noticed the kids no longer fear. When he asks why, Nelson tells him when he threatens the kids for so long… they no longer fear and the threats lost its power. Not even the kindergarten students are scare.

However, Leopold had one thing that would scare them and the announcement of the judge overseeing Springfield Elementary when they less expected. The one overseeing Springfield Elementary doesn't arrive until Bart pulls off a prank within water balloons that Snyder always found it funny. However, Martin saw Bart run to class before the water balloon showed up, Judge Constance Harms. Not knowing much about her, since he has a clean record, Martin tattles on Bart and gives out info on all the students who have problems with authority.

Bart is soon taken to the detention room along with others like Nelson and Jimbo. Dolph sent been sent to a boys’ school (a slang term for male juvenile hall), while Kearney is doing time in an adult jail. Edna is relieved that she doesn’t have to deal with Bart and other troublemakers but soon grows annoyed with Harms’ new rules. Edna soon learns she needs the troublemakers to improve the quality of work after meeting with Lisa, who is trying to get Bart out. Lisa knows Harms will do what she can to make Bart into a life not worth saving.

The women knew they must overthrow Harms for the shake of the children, but she’s going to need the help from an unlikely person, besides Bart, Homer. When Harms brings back the corporal punishment, Edna, Lisa, and Homer sees their chance to stop Harms from living up to her name. Will it be too late?
