Wind Lad is a superhero and friend of the Radioactive Man.
When Radioactive Man was in trouble, he called Citizen Solar and his companion Wind Lad. However, as Charcoal Briquette pointed out, the weather was too cloudy for Citizen Solar to use his powers, whereas Wind Lad had a mental breakdown because people didn't like the noise he makes.
